Kenya's 2013 Science, Technology and Innovation Act gave the country an explicit innovation mandate, and established the Kenya National Innovation Agency (KeNIA) to deliver on it. The science is strong. Kenya sits in Africa's top three for research output. The institutional energy is also strong, with KeNIA's Research-to-Commercialisation programme reaching 14 universities and counting. Yet under 10% of Kenyan research reaches the market, because no single agency can be inside every faculty meeting on every campus.
