Morocco's PACTE ESRI 2030, launched in 2023, is one of the continent's most ambitious higher education reforms, co-funded by a €46 million European Union programme. The science is strong. Moroccan universities produce research at scale, and OMPIC, the national IP office, runs an intellectual property system ranked the highest-performing of any middle-income economy by the US Chamber of Commerce. Yet the operational layer that turns research into commercial outcomes remains thin at faculty and laboratory level.
