Strengthening private sector engagement in education: comparative lessons for Tanzania

Abstract

This study examined international experiences with Public-Private Partnerships (PPPs) in education, with a focus on exploring lessons for strengthening private sector engagement in Tanzania’s education system. Drawing on models from countries, including Mauritius, South Africa, and Botswana, the research investigated the typologies, governance structures, financing models, and quality assurance mechanisms that enable effective PPPs in education. The study employed a comparative document-based research design, analyzing secondary sources to assess how PPPs are structured, managed, and financed in these diverse contexts. It identifies five key typologies of private education provision—independent private schools, government-funded private schools, private-managed public schools, and contract private schools. Each model offers unique insights into governance and financing practices that could inform the development of effective PPP frameworks in Tanzania. The findings emphasize the role of government oversight in ensuring quality, equitable access, and alignment with national educational goals. The research also highlights various financing arrangements, including the use of public funding, private investment, and tax incentives, as well as the involvement of private sector entities in school infrastructure development. Its recommendations include putting in place comprehensive regulatory frameworks, improving government-private sector collaboration, and innovative financing mechanisms to address existing gaps in education access and quality.
