The healthcare establishments seek to develop an effective scheduled for surgical procedures, prioritizing the health and safety of both patients and the surgical team while optimizing various resource constraints. In our research, we introduce a mathematical model designed to address the complexities of integrated operating room planning and scheduling accounting for diverse human and material resource constraints. Our model adopts an open scheduling strategy within a certain environment. The primary goal is to minimize the total number of planned surgical operations throughout the planning horizon. Computational study was conducted to assess the performance of the proposed model.
