Public sector performance is the central objective of New Public Management (NPM), a model that emerged in the 1980s to modernize public sector organizations, making them more flexible and user-centered through private sector practices. In Morocco, this reform movement has inspired the implementation of major reforms such as program budgeting and Results-Based Management (RBM). These initiatives are based on three fundamental pillars: the definition of clear objectives, the efficient allocation of resources, and the rigorous evaluation of results. Although these principles reflect a desire for a profound transformation of public action, their implementation nevertheless encounters various structural and cultural constraints that can limit their impact.
