As climate shocks intensify across the Global South, Public Financial Management (PFM) systems are increasingly required to move beyond reactive budgeting toward anticipatory, spatially informed, and education-driven governance. This chapter argues that climate-responsive public financial management cannot be achieved through fiscal reforms alone; it requires the deliberate integration of geospatial intelligence into teaching, learning, curriculum development, and professional training for public sector actors.
