You are approaching a busy intersection in the morning rush hour. The traffic light changes. A vehicle stops beyond the stop line. Another driver enters the junction even though there is no space on the other side. A taxi stops close to the intersection to pick up a passenger. A motorcycle moves through a narrow gap. A pedestrian begins crossing while vehicles are still moving. None of these actions may appear particularly serious on its own. But within minutes, the intersection becomes disorganised. Vehicles block one another, pedestrians struggle to cross, drivers begin changing lanes, and a queue forms behind the junction. The traffic signal is still working. The road has not disappeared. So what went wrong? Sometimes the answer is surprisingly simple: people stopped following the small rules that allow a shared road to function as a coordinated system.
