Contrôle de gestion et gestion de la performance dans les hôpitaux publics marocains

Abstract

Résumé Ce document vise à analyser le rôle et la contribution du contrôle de gestion dans la gestion de la performance des hôpitaux publics marocains. Il s'agit de comprendre comment le contrôle de gestion s'est développé dans ces établissements et quel impact il a sur leur performance, dans le cadre de la bureaucratie professionnelle. L'analyse s'appuie sur une approche combinant théorie et étude empirique. L'analyse théorique examine les principales théories du contrôle de gestion, en particulier celles d'Henri Bouquin et Henry Mintzberg. Bouquin conçoit le contrôle de gestion comme un mécanisme de normalisation des résultats, tandis que Mintzberg estime que cette normalisation est difficile dans les hôpitaux en raison de la complexité des processus. L'étude empirique repose sur des données statistiques d'hôpitaux marocains et une enquête auprès de contrôleurs de gestion hospitaliers. Elle met en évidence le rôle d'intégration et de dialogue joué par le contrôle de gestion, favorisant une culture organisationnelle commune. Cependant, son apport à la gestion des processus reste limité. Les résultats ne peuvent pas être généralisés complètement. Bien que cette étude apporte un éclairage original, certaines limites persistent. L'analyse qualitative pourrait être approfondie et le débat théorique autour de la divergence entre les approches de Bouquin et Mintzberg mériterait d'être enrichi. Une meilleure compréhension de cette divergence permettrait d'améliorer le cadre conceptuel. En conclusion, cette recherche contribue à une meilleure connaissance du rôle du contrôle de gestion dans la gestion de la performance des hôpitaux publics marocains, tout en soulignant la nécessité d'approfondir certains aspects théoriques et méthodologiques. JEL Classification : I00 Type du papier : Recherche théorique Abstract The objective of this document is to analyze the role and contribution of management control in the performance management of Moroccan public hospitals. The aim is to understand how management control has emerged and developed in hospitals, and what impact it has on performance management in these organizations, following the logic of the professional bureaucracy. The approach combines a theoretical analysis and an empirical study. The theoretical analysis consists of a review of the existing literature on the main theories of management control, particularly those developed by Henri Bouquin and Henry Mintzberg. Bouquin conceives management control as a mechanism for normalizing results based on the definition of objectives and the monitoring of their achievement. Mintzberg, on the other hand, applies his model of the professional bureaucracy to hospitals and believes that the normalization of results is unusual there due to the complexity of processes and the difficulty of measuring outputs. The empirical study is based on statistical data from activity reports of Moroccan hospitals, as well as a survey conducted among hospital management controllers. These elements are used to analyze the reality of management control in healthcare institutions in Morocco. The main findings highlight the role of integration and dialogue played by management control, promoting the emergence of a common organizational culture. Its contribution to process management remains limited. The research also does not allow for a complete generalization of its results. Although this study provides original insight into the reality of hospital management control in Morocco, some limitations remain. The qualitative analysis could be deepened. Additionally, a significant limitation lies in the lack of development of the theoretical debate around the divergence between the approaches of Bouquin and Mintzberg.
