An Exploration of the Pit Latrine Emptying Services and Adherence to the Standard Operating Procedures by Service Providers in Lusaka, Zambia

Abstract

The study sought to understand the standard operating procedures for pit latrine emptying services in the peri-urban areas in Lusaka, Zambia. The significance of this study lies in its commitment to contributing to the sustainable development goal number six (6) which focuses on universal access to improved drinking water and sanitation by the year 2030. This study is cardinal as it can informs policy and decision makers in as far as the attainment of the African Union agenda 2063 aspiration number more particularly goal number one and three focusing on a Prosperous Africa based on Inclusive Growth and Sustainable Development. The researcher adopted a Relativist (Nominalist) Ontology which sought to understand the world based on the stakeholders’ multiple realities of understanding the standard operating procedures for pit latrine emptying services in the Peri-urban areas. The researcher immersed themselves in the data by adopting an open and reflective stance, preliminary noting the complexities in the participants lived experiences and setting the stage for a deeper thematic exploration and interpretation. Thematic analysis was well-suited for understanding experiences, thoughts, or behaviours across the dataset. Themes actively constructed patterns of meaning that answered research questions, not just summaries or code categories. Throughout this process, the researcher actively bracketed self-perspectives and engaged with participants’ perspectives. The paper was informed by the 35 participants, disaggregated as 13 males, 18 women, and 4 key informants. The study disclosed that Lusaka Water Supply and Sanitation Company enforces the standard operating procedures and ensures that its partners are expected to comply with these procedures are enforced by the Faecal Sludge Management Inspectorate established by the company. The study found out that most of the service providers do not comply with the standard operating procedures such as putting on the right personal protective clothing when providing sanitation services. To ensure that these compliance issues are followed, regular compliance inspections are conducted. Moreover, the study revealed that most of the people in the Peri Urban areas are exposed to Faecal sludge.
